A MESSAGE FROM THE CEO

Winter has been a very hectic time here at JeffCo. In addition to the problems caused by winter weather, staff has been very busy working to design and implement numerous changes related to our hardware and software. CaTRAC'r has been fully implemented for the processing of voucher payments. The staff is working with several consultants and vendors related to other software and hardware upgrades. This work is being done to improve our service to HUD and our owners and managers.

Look elsewhere in this Newsletter to find a tentative schedule for training in 2011. We have worked on changing the format for training based upon your comments in our Focus Groups last year. It appears the smaller class size and more focused topic selection is being favorably received and is meeting your needs.

The Invitations for Applications for Performance Based Contract Administrators has been published. With a target date of the beginning of the new federal fiscal year as the start date for all contracts, HUD must complete the review and award contracts the end of June or the first of July. In a related development, I am very proud to say that several JeffCo Senior Staff, along with other PBCAs, were selected by HUD Headquarters to participate in numerous Working Groups whose job it was to develop a Transition Guide for PBCAs. The purpose of this guide is to outline policies and processes for those states where the PBCA contractor changes as a result of the rebid. Hopefully, this Guide will lessen any potential inconvenience for owners and managers working in a state where the Contractor changes.

Spring Gardens Community Center Re-Opens!

Spring Gardens, an elderly and disabled community had the grand re-opening in conjunction with a Christmas Party/Open House held at the center. Approximately five years ago, a fire at the center destroyed the community center and it has been operating in a temporary building. This new building has a computer lab, arts and crafts, and also serves as a base for residents to take shelter after storms and extended power outages.

The building is beautiful with polished concrete floors, exposed beams, ductwork and brick!


MISSISSIPPI SAHMA STATE MEETING

The SAHMA Mississippi State Meeting was held in Jackson, MS, on February 14th-16th at The Hilton. The event was well attended and seemed to have been enjoyed by all. According to the Mississippi SAHMA State Director Lona Black, there was an increase in attendance from last year.
SAHMA sponsored a can food drive with benefits going to Stew Pot. Stew Pot is a local organization in Jackson, MS that feeds the homeless. The drive was a huge success with close to 1000 cans of food being donated. JeffCo also presented Stew Pot with a check for $500.
Every year SAHMA hosts a Drug Free Poster Contest for residents living in subsidized housing and the first place winners along with an overall winner from the State is recognized at the State Meeting. This year's State Meeting was well attended by the winners and their families. SAHMA showered the winners with gifts and praises. JeffCo also presented all of the winners with a gift card and presented the overall winner of the Drug Free Poster Contest with a brand new laptop computer, a carrying bag, and anti-virus software. The look on all the children's faces was "Priceless".

JEFFCO OWNER/AGENT TRAINING

JeffCo hosted a training in Tupelo, MS at the Holiday Inn and Express on March 24, 2011. The event was well attended with forty three guests learning the latest information on EIV, Common Findings, MOR Updates and a question and answer session. The training seemed to have been enjoyed by all with nothing but positive feedback coming from the attendees. Renee McTyeire was given a round of applause from Owners/Agents for her presentation of the training material.

SCHOLARSHIP APPLICATIONS DUE MAY 18TH

The NAHMA Educational Foundation solicits applications for scholarships annually. Funds are made available to residents of affordable housing properties to further their education in a variety of ways. JeffCo established a related, but separate fund for the residents living in eligible properties in Alabama, Mississippi, Virginia and Connecticut. Information regarding the program and the application form, which must be submitted on-line, is available at
NAHAMA. Application are due May 18th, 2011.

2011 Operating Cost Adjustments Factor for Rents

The OCAF is a factor that is established by HUD, which may not be negative, and is applied to the existing contract rent, less the portion of the rent that is paid for debt service. OCAF values are determined by HUD annually and are usually published in February of each year in the Federal Register. Properties with contracts expiring after February 11th are subject to the new OCAF values.

Depending on the renewal option selected or currently under, OCAF rent adjustment requests can be submitted with the Renewal paperwork or with the Amend Rents Only paperwork. At least 120 days before the anniversary date of the contract, submit the OCAF Worksheet, HUD Form 9625, and verification of annual project debt service. Debt service verification can be submitted in the form of a monthly mortgage statement or promissory note. You can access the
OCAF worksheet, form 9625, online. This form is available in excel and the computations will automatically calculate based on the information entered into the form. To avoid some common calculation errors when completing the OCAF worksheet, remember a few tips:

Don't forget to include any Non-Section 8 unit rent potential, if applicable, in Box H. Always enter one plus the OCAF percentage in Box N of the worksheet. For example, the OCAF factor for CT is .1%, so convert the .1% into a decimal and add one: For CT, enter 1.001 into Box N.)
Remember to round your final increase factor, in Box R, to three decimal places. Always remember that the OCAF adjusted rents will never be lower than current rents. MEET A MEMBER OF YOUR TEAM

NSA I Enterprise/Abbott Apartments and NSA/Schoolhouse Apartments, both in Waterbury, Connecticut, energy-efficiency is a top priority. During a recent MOR Winn Management was in the process of installing an energy-efficient co-generation system to serve all five buildings included in these properties. Management stated the goal is to be as energy efficient as possible, and co-generation systems have been extremely cost effective in residential environments, where there is a consistent demand for electricity and a high demand for hot water.

Using natural gas as the fuel source, management indicated the system will be able to generate electricity at a far lower cost than purchasing electricity. In addition, by recycling the excess (or waste) heat from the natural gas fired engine, demand on the boilers will be significantly reduced. Management indicated funds for the project were through an allocation from HUD.

King's Daughters and Sons Management Company has a co-generation system that is already up and running. It is powered by a 454 V-8 Chevrolet engine which provides 40% of the building's electrical power.

According to management, preliminary data indicates a first year savings of over 23,000 gallons of #2 fuel, and they expect to see a return on their investment in less than two years.

Congratulations to these progressive companies who are working with innovative methods to reduce energy consumption.

Julie Reynolds was born in Huntsville, Alabama and graduated summa cum laude with a Bachelor of Science degree in Accounting.

She was hired as Controller of the Jefferson County Housing Authority in 1998, promoted to Chief Financial Officer in 2000, and became the Chief Operating Officer in 2007.

Julie has been married for 15 years to Chris and has two sons, Brandon and Alex. Julie is an avid Alabama football fan, and enjoys competition in all venues, including the annual company picnic. She loves to read and cheer her sons during t-ball, soccer and the Special Olympics
