JeffCo carries out Section 8 Contract Administration activities through a Joint Venture with the Jefferson
County Housing Authority. Contract Administration work began with the award of the Alabama contact in
2000. Mississippi was added to the portfolio in 2003 and Connecticut and Virginia in 2004. JeffCo Field
offices are listed below.
Tasks carried out under the HUD contract include such items as the completion of Management and Occupancy Reviews (MORS), the payment of vouchers and the completion of contract renewals and rent adjustments.
Management reviews are completed by staff in each field office. Each field office is headed by a Contract Administration Coordinator. The MORs are completed by Relationship Managers who report directly to this Coordinator. These positions are supervised by the Director of Contract Administration.
Voucher processing, regardless of state, is completed in the Birmingham office. The voucher processing staff is supervised by a Lead Contract Administration Accountant.
Contract renewals and rent adjustments are also completed in the Birmingham office and are supervised by a Lead Program Specialist. These positions are supervised by the Chief Operating Officer.
