JeffCo/JCHA Joint Venture Wins and Loses in HUD Rebid


The JeffCo/JCHA Joint Venture recently participated in the nationwide rebid of Section 8 PBCA contracts. A total of 28 contracts across the country changed vendors. The Joint Venture kept its Alabama and Mississippi contracts, lost its Virginia and Connecticut contracts and picked up Tennessee, Rhode Island and Delaware. Overall, the Joint Venture increased the number of units in its portfolio by about 20% making it the third largest such contractor in the country. The Joint Venture was the only bidder tied to a local PHA that kept its home state. Georgia HAP Administrators (now National Housing Compliance) lost their two states, Georgia and Illinois and won Florida. The North Tampa Housing Authority lost Florida and won Georgia and the Virgin Islands.

As Section 8 Performance Based Contract Administrator, the Joint Venture serves as a Contract Administrator for HUD and is responsible for compliance with the terms of the Annual Contributions Contract. The Contract Administrator performs various duties for HUD including management and occupancy reviews, payment of monthly housing assistance to owners and contract renewals and terminations.

Offices will be closing in Richmond, Virginia and Hartford, Connecticut and opening in Nashville, Wilmington and Providence. JeffCo is currently in the process of hiring approximately 20 new employees in Birmingham and the other new states.
